That's the way it is in Iowa, too. You call 811, and they notify the utilities that either service you or have something running close to or in your proposed excavation area. The utility company has their own locator go out and locate it.

To the OP- where did you get the idea that those guys are government "unemployables"??? The 811 operators are paid by the utility companies to coordinate all the locates.
You need to work for someone else for awhile, then you wouldn't be quite so quick to put them down. Also, they always try to put the flags right on top of the obstruction, that's the whole point!
