Calling 811 here will get you a meth head that comes out and marks the supposed location of all underground utilities. If their mark is more than 18" off, the repair and consequences is on the utility. More than half the utilities we hit at work are marked more than 18" off, or not at all. I was on a job one day when the gas company was investigating an 8", 600 PSI gas line our pipe crew discovered. 811 had it marked as being on the other side of the road 100' away. The gas company's explanation was that it was put in long ago and company that did the work found it easier to dig on the other side of the road, happens all the time.

We had a machine hit a 12", 600 PSI gas line that caused a major eruption and fire. It incinerated a $900,000 machine, a water truck, a pickup truck, and slighty burned 3 people. The location of the gas line was known, uncovered by hand, all the crew knew it was there, and a representative of the gas company said, go ahead and do it. Things went wrong.
