That’s what happened when I was in school. When I was in jr. high the hot lunch program was terrible with about half the food going in the garbage. The head cook retired and the food improved with the new cook so that we ate at least 90% of what was on our plates. Same ingredients with a different cook meant different (better) food. The numbers of students buying hot lunch went way up too.
