As a dealership technician for over 22 years, I have seen mechanics sell air filters that in no way needed replaced way too many times. I cannot remember the last time I sold ANY customer an air filter, or replaced one in my cars. Some of the filters will have a dirty spot in front of the air inlet into the air box, but it can be turned over with no ill effects and have 80 % of the filter in great shape.
It is a standard practice to sell high profit items like filters and usually the techs get a bonus for selling it. We do not at our dealership, but we had an oil change guy that did once and he sold air filters on everything he touched over 2 years old and 30k miles. I argued the point with management but they loved the money he generated until he hosed a neighbor, friend and lodge brother on a filter that was as clean as a pin and I busted him out to the customer on it. He ripped into the manager and made them put the old filter back in. Didn't change the practice though.
