Dealer is dead wrong,baffles set at 2 will probably solve your problems.The 0 setting is not letting air thru to to move the seed.My planter is an 03 too.
When I had my problems one of my baffles got bumped to 0 or 1 can't remember which but as soon as I set it back to 2 it took right off.
