I've done something just like this, only with a small plastic bag filled with just enough air to get it to "poof up" to the inside diameter of the hose/pipe. I used duct tape to seal the shop vac onto the far end and fed the line into the other end of the pipe. Worked like a champ.

When you're pulling the final cable into the hose, strongly consider getting some wire snot. This will be a greaseless soap that you coat onto the cable you want to pull through. It really, really helps you get the cable through the hose/pipe. When you try to pull cable dry, even in pretty straight pulls, you'll find that you're pulling pretty darn hard after 150 feet or so. If you're trying to pull around even a shallow curve, you'll have to pull pretty darn hard without wire snot.
