It was my understanding they could not REMOVE the unlock after an upgrade. That is why they were stuck with a RTK unit after loaning it out. They would end up with an inventory item that now cost $4000 more until another customer is willing to buy a used RTK ready system.
A unlock transfer option would sure be a fair way to serve the customer in this situation but I am not aware it exist?
