Illinois | Ontario, you seem to be getting some odd voltages at you meter plug. First thing I would try is to unplug the speed sensor at the console and retry the process over again. If the speed sensor has a short, this can cause various voltage issues like you may be seeing. Odd that this would occur after a console reprogram, but try it anyways.
Just to get this staight......you are getting a rate in test speed, just not the proper rate, is this correct?
