Here is the situation

Console ON - self test mode. set at 5mph

Cable disconnected at sensor on motor

3 wires at motor

red-black 12V+

red-white 7V+

white-black 5V+

 Motor (Eaton vane type) no card

Speed sensor eaton p/n 201779-001 rev D

Continuity check on sensor

red-white 9.98 K ohms

black-white   -open

black- red   -open

I think the sensor IS working, otherwise I would get no rate reading at the console.

The valve is set to PWM
