The 3-point hitch works fine. Can you test the pump to see if that is the problem or do you have to remove it and inspect it? I can feel a "snap when I move the handle forward into the down position and also the float position but it does not snap when I pull the lever rearward into the raise position. Does this tractor have an intake screen for the hyd pump? Sorry for all the questions.
