Ron,

Even if 20% is required that 20% could be straight RR and still qualify. When the % of non traited seed in the industry gets really low what happens then. Will companies only sell at the refuge percent. Order 100 units 80 units HAVE to be traited. You as a farmer can only buy non-traited as refuge. I do not see this happening right now but in the future nothing would surprise me.
