After thinking the same thing I've thought how our govt handles these situations. Our govt would probably give a hundred Trillion to corrupt Iraqi agents to give our leadership the satisfaction of having their own way. With farm prices at current levels I don't see any reason why govt payments couldn't be reduced except for disaster payments.
