And a widespread loss need occur before it will be enacted, not just localized losses. Most all homeowners in Nawlins recieved "disaster" payments, some prolly still are even though many never carried a nickels worth of insurance on their dwellings, knowing full well they were in a flood zone. Those payments were for the vote too.
