My 2001 VW Gold shuts down the engine (down to an idle throttle) if I try to polish the brake rotors (whether icy or rusty but grabbing). I've found that if I cycle the throttle pedal two or three times I can hold the brakes on and still get power to accomplish the cleaning. So its not all that new a concept.
Toyota should have asked NAT for help
