In our rural electric magazine a few years back they did an article on high efficency homes. The article featured a proffessor from your neck of the woods, Wooster OSU. I know thats not what you asked for , but and individual with his expertise would undoubtably know all of the tax benifits of building today with energy efficency at the top of you list. It might be worth a look ? I know some of the things he incororated into his new home were very simple but paid huge divedends/savings,in your exact climate. Best of luck
