It's a little more complicated than that. A drafty house that stays below 40% humidity in a winter like this, or would go way lower when it's really frigid outside might not have condensation on newer high end windows, but any house that's tight enough to maintain a healthy humidity is going to have some condensation at some time.

Better windows can use different edge treatments to reduce the edge condensation that's most common. If the center of the window is getting condensation also, then the house either needs more air movement or lower humidity. Or else the windows need to be triple pane, better low e, etc.

Or don't use wood windows in a house that maintains adequate humidity.
