If he’s not having a hard time, getting the chores done in the winter, let him continue to do it If he has activities to keep him busy in the winter, it might be OK but if the cows are the reason he gets up and gets going on a winter day, then let him do his cows tell he can’t
+100 you did not say his age, he probably has had cattle all his life I would not press the issue,if he likes what he is dong and something happens while he is out with his cattle at least it was while he was dong what he likes and knows, better then falling in the shower or laying in bed.
Edit, additional thought: Personally I would rather run 40 cows then 20 stockers in the what is the snottiest stage of life of a bovine.
