You might not believe me, but I've had pretty good luck with a combine tire with one bead cut out of it. It doesn't have to be turned inside out, just large enough for the bale to fit 'inside' of it, and the taller (when laid down) the better up to a bit past half the height of the bale laying flat side down.
While it doesn't cut waste to nothing, it cuts it down a lot, no cow will get injured or choked by it, and to clean, just grab it and move it over. I have a couple more tires than my cows eat bales in a day, so that if they start filling up, I can haul out 2 bales, put them in the unused tires, then move 2 tires to a fresh spot, bring 2 more bales, and move 2 more tires. Small herd so 4 bales is usually one feeding, and I have 6 or 7 tires total.
