If your pipe goes up and down, even a few inches at a time, but enough to add up to more than the head, then the air bubbles will keep the water from flowing. Or if it flows, each one that remains will reduce the effective head. If it slopes down consistently to a low spot, then back up to the outlet, it will bleed air on it's own, it's the humps that won't let air out that you'd need to vent.
