Because that's who bought Grand Caravans new towards the end.
The new Chrysler Pacifica minivan came out in 2017 and took a large portion of the minivan sales away from the outdated Caravan. I suspect that the Caravans were able to be bought cheaper.
When we were looking for a van a couple years ago we found basically the same thing you are. The few Dodges we looked at were all former rental vans and they were pretty basic for specs/features. We ended up with a Pacifica that were pretty happy with.
