Go ahead and use COBA. I'm in west central Ohio and that's who I use to breed my dairy cows
For your size herd, I agree with Union. Coba tech will sync them, paint them, and breed them for a reasonable price. They do it every day and are pretty good at it. You don't have to maintain a tank ($20 every 6 weeks) or get training.
