In the last big drought, believe it might have been in 2011 the city of Salina Kansas had an article about notill farming and the Saline river running out of water, basically blaming notill because it didn’t allow run off causing their water shortage. I believe it, were we farm runoff has almost completely been eliminated, terraces that once filled every once in awhile almost never get anything in them. When you are in a water deficit area something like notill will cause problems for someone else that benefits from runoff when there is none.
