Local stream through town here used to provide for fishing all year round, but there has been some much tile used the excess water is drained in the spring and there is no longer any water being held back to feed the stream in the summer so it dries during the summer. This is the logic about bringing back wet lands and building more ponds. In other words tiling reduces the water when it is needed in the rivers the most. The main answer is for the public to put more restrictions in the water ways or damns even in small streams. But causes more Urban flooding, so it is a no win issue.
