I have assisted in placing several hydrants - We put several pails of 1½ minus rock in the hole under and around the drain valve. We cover the rock and top with silt fabric/filter fabric to keep it from silting in. Keep water drained away so less rust / silt problems with the drain valve and pipe . . . . They still need replacing after 20 or so yrs due to scale and crap in the water.
