Cover crops and highly managed cattle grazing will be the fastest. You get the plant processed into a form that the soil can integrate quickly (manure). You get plant biomass pushed into the soil for less oxidation. You get plant roots shedding when they are grazed. And grazing ("correctly") triggers plants to push more carbon into the soil to attract beneficial soil life to get new roots to grow quicker.
