Subject: Cover crops reduce water for cities?

Cover Crops Can Improve Soil Quality and Reduce Erosion and Runoff

Cover crops reduce the water flow down rivers to cities.
Most Cities get their water from rivers. also less water in the river the higher the pollution from city treatment plants. Rivers are fed by run off from land. Cover crops reduce water run off 2 ways. One is they physically prevent it from moving and second, when green they give it off to the air instead of allowing it to go the aquifer or river. Also asks any irrigator, more yield means more water used by the crop that will not run off or go into the aquifer.

Will we come to the point when cities, urban areas, will talk about putting some control on non- irrigated farming practices because crops are using too much water?
