Don't know of any downsides to plastic but a lot of upside. Far as rats and vermin on the other half put a rat fence in the concrete... about of foot deep of heavy galvanized quarter inch screen should do it. They don't like to dig down to go up.tie it in the cement for about and inch or two bury the rest in the gravel floor.
