Your route down 71, depending on timing, would be fine. You will find 4 miles of 45mph traffic from 140th street to Hwy 58, but after that you are clear (70mph)to Harrisonville where the scale is now open.
Timing meaning not from 3pm-7pm. I am not familiar with traffic north of town in the mornings so I cant help you there, other than there is no construction.
To go through Kansas City for the other route is opening yourself up to more traffic/confusing lane changes, especially through the down town area.
