| Don't know about other parts of the country, but in my part of Iowa it's generally accepted to leave the ground the way you found it. If it was tilled when you took it over, it should be tilled when you leave.
Having some experience in conservation practices, I'd say he's all wet in wanting the ground tilled if he's planting trees. The warmth of the ground means nothing to the seedling trees.
Maybe remind him that the NRCS would frown on tilling soybean ground in the fall. If it's HEL, they may just impose a penalty for fall tillage.
