Central Illinois | I was just hooked up to a new rural water district in the last month. The water meter was installed by the district. This is from the district letter:
"After the water meter pit is installed, it is the responsiblity of each customer to have the water service piping installed from the water meter pit across their property into a connection with their household water piping. This installation must be performed by the property owner (primary residence) or a licensed plumber in accordance with the Illinois Plumbing Code. Any other water supply, including any existing private water supply, must be disconnected from the new water supply to eliminate cross-connections."
I believe the Illinois Plumbing Code has restriction on how close the water line can be to a septic tank or laterals.
Going strictly by this letter, if this is your primary residence, you may be able to install the line from the meter to the hydrant yourself IF you follow the plumbing code.
