Haskell, TX | Below is a link for a map of the TxDOT RTK network from April 25, 2008.

Since this was posted, TxDOT has installed 6 RTK sites in the Childress District, just west of Wichita Falls, and is installing 6 sites in the Amarillo District this week. This will give complete network coverage from Dallas to Dalhart.
I have not been told where else they are going from there.
Hopefully with the Verizon/Alltel merger, by the end of the year we may see much better data coverage in west Texas. These changes should make a great deal of difference.
