Or by accident leave the sprayer on when driving thru town! Did I say that?
Our little town will give notice if trees are hanging in the roadway or too close to the sidewalk/alleys. Our church has gotten the letter before. I would think it is either the town or the property owners problem, you shouldn't have to put up with this.
