As a supervisor on the local Soil And Water board that has been one of our biggest gripes, a guy doing a good job of conservation is not allowed to collect but a guy not doing anything can. A few guys are doing just what you are thinking about, tear it up and get a cropping history then apply for the programs. Don't like to see it but I understand.
ASC office ticked me off.
