I am assuming you are using glyphosate. Hate to say this but...Sounds like low level resistnace. I've seen that here. My cotton variety trial farmer had pigweeds in wheel tracks too. Moved over rows when he came back and that took care of the pigweeds. Yes that worked so technically they won't be resistant. But they should have been toast from the first application- even in the wheel tracks. Marestail and waterhemp... two weeds that have been confirmed glyphosate resistant.
