I don't know about a technical way, but I tighten them tight enough to insure that the races and bearings all set to the bottom of their bores and then back them off and retighten until freeplay is appropriate. I'm sure someone will be eager to tell us how terribly unprofessional my procedure is but it's worked on an awful lot of bearings over the years.
