Subject: Oats as a fall cover?

Southeast MN
Talking different ideas with a neighbor, more like thinking out loud. Some in this area have tried rye as a fall cover crop only to have trouble controlling in the following spring. What would the downside to oats be? Get it started in the fall, to hold soil and maybe tie up nutrients and then let the frost kill it off and it would be a mulch next spring?

thanks
