Doubt if 30 or 40 steers would generate enough manure to pay for any kind of containment facility. However if you have 2 lots no larger than that I would try heavy bedding in them. Kind of like a hoop structure would use . 1 you contain any solids runnoff. 2.You keep the cattle clean. 3 you have alot of good product to spread. By using this system you could also stockpile this for compost and possibly sell some for gardening or spread on your feilds at your convience. Either way its also "green freindly' and will keep DNR off your a$$.
I do this in our small lot. We keep about 75 head of background calves from late oct. till feb in a lot about the same size as yours. When we are done I pile whats there till crops come off an then spread it. It make gorgeous compost to spread. You could use corn stalks, wheat straw, rained on hay , old rotten roundbales, most anything that would be absorbant .
