The whole notion/discussion about what does and doesn't constitute no-till is really only an issue if you are looking to receive payments from USDA programs (or in PA's case, state funds) for no-till.  If you sleep with the devil...you gotta play by his rules.  If a no-tiller wants to use the aerway, rotary harrow, turbo till etc. and doesn't have the ground it is used on in any of these no-till programs, GO FOR IT!!
