Subject: Tillage with the rows or at an angle?

I was talking with a neighbor yesterday and he was saying he likes to have all his tillage done at an angle to how the field will be planted with the reasoning that it leaves less variability in soil structure between rows when planting.  On the other hand I think it's best for at least the last pass before the planter to run with the rows to leave as level of a seedbed as possible for the planter units to run on.  I remember that Herman Warsaw always said to never work ground at an angle ahead of the planter because of row unit bounce but he could have only dreamed of the planter and tillage equipment we have today so I'm sure it was a much bigger issue then than it is now.  I don't there is a right or wrong way of doing it but does anybody else have any opinions on the matter?
