On a cement stave silo there are more support rings as you get closer to the ground. This is where the pressure is the greatest on the upright wall. On the picture of this bin, the support rings are some distance from the floor. They must anchor each upright steel beam into the concrete, which evidently is enough to hold the increased pressure at the floor.
