If you pay someone $12-$14k/ year to take care of a hog building it is going to take a looong looong time for the building to pay for itself without assigning a lot of manure value towards paying for the building.
Why would you need rain gutters if the dirt work around the building was done properly?
Tile I understand but I don't see the need for gutters unless the dirt work is bad.
