Our county has a tendency of waiting until mid summer when the offenders corn/beans are nice and big to come and clean out the ditch and how ever many rows are over the right of way line. 

The dirt will get hauled to where ever the county needs some fill dirt. 

I've seen fields that have lost multiple rows of corn to the county cleaning out the ditch.
