As a CAFO, we are suppose to have zero runoff too. We have since poured cement between the storages connecting the pads and dug two runoff ponds for all the rain/runoff water to collect in and backfilled around the blocks with clay. It would be nice to have them covered, but it was cheaper to dig a few runoff ponds, plus we use the water to irrigate in the summer.
As of now we can still spread manure in the winter, but one of these years that will change I'm afraid.
