First, I think you should be building what you want and what you think will work.  We have a number of beef operations that use a stack pad storage system, uncovered on barnyards that are uncovered.  Now, in these cases, the farmer is well awaref of the need to incoporate the bedded pack as needed to keep things stackable.  Of course it is there desire to NOT have a liquid system so this is the pill they have agreed to swallow.  If you don't want to change your managment enough to make a dry stack work, than NRCS should respect those wishes and provide you a design that fits your management.  Now, they might have some real valid concerns about having enough water to make a liquid system work for you.  With only direct rainfall on the pit, you may not get enough water to make it pumpable??  In the end the system that you "buy into" will be the one that works.
