I could be wrong but I think its code "here"to have a tile running around the exterior wall to prevent the very problem you are talking about. Depending on the lay of the land that tile either drains to the surface ( a ditch or slope ) or into a sump where it pumped to a ditch. Its also recommended that the trench is back filled with either sand or gravel to help any surface water near the walls drain quickly to the buried tile, as someone else stated it also greatly lessens and heaving against the walls caused by freeze thaw cycles. Why anyone with a basement would build a house without a perimeter drain is beyond me.
