For storing outside it would be nice if you had access to Ed Boysun's climate.

That is out of your reach, so just keep the bales from being on earth or concrete. How is up to you.

Then cover with a real hay tarp. I expect cotton tarps are in short supply this time of year, There.

One operational hint. Before you start building the stack lay some ropes under where the stack will be. Used these ropes to tie the tarp down.

Other than the hint on the ropes to tie the tarp down the others have answered your question just fine.

Tradition says it takes three years for a tarp to pay for it's self with hay saved, but after the first tarped stack you will climb a tall tree to keep from tarping another stack. That is the braying of an Educated Donkey.
