Check the adjustment on the front of the transmission to be sure it is maintaining adequate pressure on the drive wheel. The procedure is detailed in the operator's manual. I'm guessing it's been messed with at some point. Check the springs on the bottom of the transmission as well. Like the others have said, tension on the drive chain will have no effect on population unless it's jumping.
