I would

1. Get the case drain plugged into the case drain port (not the motor return port like it is now). Or even take the coupler off and stick the case drain into a bucket for now.
2. Put all the remotes in float. Move one remote at a time, in both directions. That will help you to figure out if the hoses that are plugged into SCVs as pairs actually belong together as pairs, and also in which direction they function.

Your black block with knob is a flow control knob and that obviously has to be open to allow oil through as well.
