Not certain of Wisconsin law. In many states though, how things will play out depends on how title is currently held:

1. If title now is with Mom's Estate (because there was no Transfer on Death Deed, quit claim deed, trust, or other step taken by Mom prior to passing), then it will be up to the Personal Representative to decide what to do with the land.

2. If title is with the three siblings (because there was a TODD, a QCD, trust, etc.) it depends on whether the siblings can agree about what to do with the property. If they can't agree, any one of the three could start a Partition lawsuit, the end result of which could be a judicially ordered sale. (Although many lawsuits settle before reaching that point . . .but the lawsuit was needed to force the issue.)
