That screw is a test hole plug. They drill a core hole out of the post to see if it is rotted hollow in the inside, then put that screw plug back in the un-rotted poles to keep water out.
The metal most likely is to doctor up where someone ran into the post and splintered/slivered the outside.
That post doesn't look too great though.
